Project Description

The purpose of this report was to provide an independent assessment of the needs and feasibility of developing a new sports field and clubroom/amenity facility for the Tihirau Victory Sports Club (TVC) and the Whangaparāoa community of Te Whānau ā Apanui.

RSL’s Role

To lead the development of an independent needs and feasibility study, working with the Project Steering Group, including TVC committee members, interested locals, along with Sport Bay of Plenty and the local council.

Project Outcome

TVC is based in the rural settlement of Whangaparāoa, located in the northern part of the Ōpōtiki District. The community is an isolated one, located approximately 115km from Ōpōtiki town and 48km from Te Kaha. This poses supply and development challenges.

The final report explores a range of potential development solutions, including pragmatic approaches to suit local conditions, including site conditions and logistical development challenges. The report provides clear direction to the club on the next steps required in the project.
