Project Description

This report was commissioned to research the need for multi-use indoor and covered outdoor courts in the city. The purpose was to identify potential multi-use indoor courts and covered outdoor court development opportunities in Palmerston North to meet current and future sport and recreation activity needs. This included exploring the relevant planning aspects from the Manawatū-Whanganui Regional Sports Facility Plan (RSFP 2018), considering the proposed new indoor court facility at Central Energy Trust Arena (CET Arena) as identified in the 2023 Masterplan review, alongside investigating a proposal from sports codes for outdoor covered court provision in the city.

RSL’s Role

To provide an independent perspective and analysis of court-based sport needs and potential future provision options. Alongside utilisation data, stakeholder feedback, and examination of sport and recreation sector trends, the National strategic direction and local demographic data and projections were integral in informing the analysis and options contained in this report.

Project Outcome

The project was completed on time and on budget. The report provided clear guidance to decision makers on needs and potential future solutions, including clarifying that a number of interventions are required, comprising both operational and capital development recommendations.
