Tihirau Victory Sports Club Needs and Feasibility Assessment
The purpose of this report was to provide an independent assessment of the needs and feasibility of developing a new sports field and clubroom/amenity facility for the Tihirau Victory Sports Club (TVC) and the Whangaparāoa community of Te Whānau ā Apanui.
