Holiday Park and Campground Management Review 

After Bay Venues Ltd (CCO) of Tauranga City Council expressed an interest in taking over the management of this Council-run Holiday Park, Tauranga City Council requested RSL to provide an independent review. 

This report considers the different options and identifies a preferred management model for the Holiday Park taking into consideration: 

  • The current management approach and future plans for the holiday park 

  • Bay Venue’s proposed approach to management 

  • The relevant issues and opportunities of each approach 

  • An environmental scan of the ownership/management models used for campgrounds/holiday parks by other larger sized Councils in New Zealand including interviews with Council staff and identification of relevant issues and opportunities.  

While Council was the client, RSL worked directly with Bay Venues to obtain clarity on its proposal and to ensure its input into the development of the report. This included RSL facilitating a joint workshop where both Council and Bay Venues staff were able to discuss and provide further information and direction to the preliminary findings of the report.  

The RSL report, along with a cover report including further information from Council staff and Bay Venues was presented to Council Commissioners, enabling them to make an informed decision on the future management of the site.
