WDC Community Facility Network Plan 

Waimakariri District Council commissioned RSL to develop a Community Facility Network Plan that would provide a framework to guide community facility decision-making over the following 20 years.  

With a backdrop of rapid growth, an ageing population and network, we worked closely with WDC staff to survey community facility providers across the district about their current provision and needs as well as community facility users about their experience and future needs.  

The Network Plan looked at challenges and opportunities, national trends and district demographics and developed a new hierarchy and categories for community facilities.  

Recommendations ranged from facility provision through partnerships, purchase of land for provision of new facilities in emerging communities or high-growth areas, alongside renovations to modernise existing facilities at a district and ward level.  

The Community Facilities Network Plan ensures that community facilities as an integral part of the infrastructure provision within the Waimakariri District, contribute to overall community wellbeing through the provision of places where communities can come together, and enable and support active, creative and thriving communities into the future.
